The censure resolution, introduced by Rep. Dan Newhouse (R-WA), condemns Green’s conduct as a “breach of proper conduct” that disrupted the joint session. If passed, Green would be required to stand in the well of the House as the Speaker reads the censure resolution aloud.
On March 4, 2025, during the joint session of Congress convened pursuant to House Concurrent Resolution 11, the President of the United States, speaking at the invitation of the House and Senate, had his remarks interrupted by the Representative from Texas, Mr. Green,” the censure read.
The night had already started on a tense note, with Democrats jeering as Trump took the stage while Republicans roared with a standing ovation. The president began by declaring that America is entering a new “golden age” and thanking voters for delivering what he called a “historic mandate” in the 2024 election.
But it was Trump’s statement that he won the popular vote—a feat no Republican has accomplished since George W. Bush in 2004—that sent Democrats into a frenzy. A mix of cheers and boos erupted from the left side of the aisle, only to be drowned out by Republicans chanting “USA, USA!”
